MIC issued Circular No. 18/2010/TT-BTTTT on National Technical Regulations on Telecommunication on 30 July 2010 . There are 21 following national technical regulations issued:
1. Nation technical regulation on physical/ electrical characteristics of hierarchical digital interfaces (Code: QCVN 2:2010/BTTTT).
2.. National technical regulation on bit error rate of digital transmission path (Code: QCVN 3:2010/BTTTT). 3. National technical regulation on connection characteristics of synchronous digital hierarchy (SHD) leased line (Code: QCVN 4:2010/BTTTT).
4. National technical regulation on quality of 2 048 kbit/s digital structured leased line (Code: QCVN 5:2010/BTTTT).
5. National technical regulation on network interface of 2 048 kbit/s digital unstructured and structured leased lines (Code: QCVN 6:2010/BTTTT).

The Circular shall be valid after six (06) months since the date of signing.
Known to be as the fastest new subscribers development market in the world containing a lot of potentials, however, Vietnam telecom sector still has many contradictions.
Up to the first quarter 2010, Vietnam is standing in the 4th position in the group of 5 countries which have the highest new subscribers rate in the world, whereas it has the lowest ARPU in Asia with USD 4/month and on the way to reduce more.
The growth rate of mobile users in Vietnam is quite opposite with Japan case ( the country which has the highest ARPU in Asia), while the pre-paid users in Japan only 2-3% but in Vietnam it is accounting for 90%. Data service is forecasted to be the solution for ARPU improvement, however its has not developed yet, mostly SMS activities. Additionally, the number of players to join into market are increasing gradually and fight with each other by reducing tariff, so all these factors have caused Vietnam’s ARPU slides without brake.
So far, mobile service providers focused on pre-paid users with series of promotion programs, whereas the post-paid users – the royalty customers were not taken care so much. Accounting up to end of July 2010, the total telephone subscribers was around 157.8 million, of which 140.3 million mobile users, it means that each people has 1.6 mobile numbers, this rate is higher than China, the largest mobile market in the world and equivalent with the developed markets. However, in the far and remote areas, mobile phone is still the luxurious commodity, so that in the total of 140.3 million announced mobile subscribers how much are the unreal users?
Beginning of July, MobiFone, Vinaphone and Viettel submitted to the Ministry of Information and Communications (MIC) for tariff reduction in 2010. However, MIC did not accept for the reduction over 15% as compared with the current regulation, but within the rate of 10-15%. However, Vietnamobile has announced the reduction for Maxi Talk service up to nearly 40% from 5 August, Vinaphone and MobiFone cut 10-15% for all tariff package since 10 August, accept Talk EZ-Teen( Vinaphone) and Q-Teen(MobiFone) was cut 20.29% for interior calls. But, this package has been postponed as of MIC’s rules violation.
